The breach-notification laws passed by many states have failed, so far, to produce a measurable impact on identity theft, according to a group of academic researchers that will present their findings on Thursday at the Workshop on the Economics of Information Security (WEIS).

When they try, they tend to do it rather half-assed. You know, what's best for the company, not the customer.
It's almost like the companies forget how they got where they are. FROM THE CUSTOMER!
You steal 100 identities or 1 identity and it's treated the same. At least where I live.
It's win-win for those that break the law.
